[ARCHIVED] What is Local Government Review and why is it on the June Election Ballot?

On the upcoming June primary ballot, you will be asked if you want a local government review. 
What's a local government review? 

The local government review is constitutionally required every ten years, Article XI, Section 9 (of the 1972 Montana Constitution). This is an opportunity for citizens to review their city's power and form of government and to make recommendations for improvements in their structure of government. Cities that choose to participate will elect study commissioners to evaluate the local government's structure and propose recommendations for improvements. 

If a majority of voters say no, the process ends. 
If a majority of voters say yes, a 5-member commission will be elected in November to examine and submit recommendations to the public. 
The commission begins working in 2025 and in 2026 the voters accept or reject the commission's recommendations.
The City of Whitefish is a Charter form of government, with self-government powers. You can review the City's Charter.

The City Council voted to include the following language on the June ballot: 

Shall the City of Whitefish conduct a local government review and establish a study commission consisting of five (5) members to examine the government of the City of Whitefish?

[] FOR the review of the government of the City of Whitefish and the establishment and funding, not to exceed $21,445.00 of a local government study commission consisting of five (5) members to examine the government of the City of Whitefish and submit recommendations on the government. 

[] AGAINS the review of the government of the City of Whitefish and the establishment and funding, not to exceed $21,2445.00 of the local government study commission consisting of five (5) members to examine the government of the City of Whitefish and submit recommendations of the government.

Topics NOT included in the scope of the local government review:

  • Removing or disciplining staff members or individuals serving in elected office
  • Adding, changing, or removing services, programs, policies, or ordinances
  • Changing the election process
  • Fees, assessments, taxes, or other service funding mechanisms
